On Tuesday, January 28, 10:00 am, is holding a hearing on HB 375 “This bill allows a municipality’s governing body to designate any part of any state or local highway, including any bridges or road connectors on those highways, for ATV use.”
The House Public Works and Highways Committee held their hearing Tuesday, January 28, 10:00 am. Watch the video here. ~ 6:00-44:00. Reception was lukewarm. F&G and BOT representatives mentioned an upcoming bill (HB 683-FN) that would open roads using existing permitting processes.
They hold their Executive Session to vote on HB375 on 02/11/2025 10:00 am LOB 201.
For starters, this bill undermines current OHRV trail permitting processes, NH DOT safety standards and adds more responsibility to the already understaffed Fish and Game Department.
HB 375 also undermines the on-going work of the HB 1188 OHRV Study Commission. This commission’s mandate is to study the complex issues surrounding OHRV tourism and make recommendations. It is improper to submit OHRV legislation while the commission has 2 more years to work.
There is talk that OHRV clubs want to create a southern NH Ride the Wilds – HB 375 would expedite that.
Rather than correct the mistakes of Ride the Wilds and other roads open to OHRV riding around the state – HB 375 will repeat and amplify the nuisance – so problems will grow and spread instead of being corrected.
Take Action:

You can submit testimony here, but I am told not all Reps read this page (!) though the “Support” and “Oppose” tallies are reported.
Ask that they kill the bill or send to the HB 1188 Study Commission for review first.
Emailing the entire committee is your best bet (short of driving to Concord) to have the Committee members hear your concerns:
